To whom is Paul speaking in Romans 2.17?

"But if you call yourself a Jew..."

Every one of the listed 15 commentaries (we stopped looking after 15)  as well as prominent theologians such as Sanders and Dunn, assume that Paul is speaking to Jews in general. However, he wrote the letter to believers at Rome. Could they ALL be wrong? In this teaching on Romans, excerpted from the Tzemach Institute, Ken Garrison provides a pastor's perspective on Paul's letter and maintains that Paul is addressing Jewish believers, not Jews in general, as he focuses on unity in the body of Messiah.
